haha yeah, but it would take a heck of a lot to do so -- i mean, honestly, they'd have to PROVE you harassed them...how likely is that?
i got threatened on time in college that i was going to get arrested for prank calling a really uptight guy (can't anyone take a joke these days?) -- i got pretty freaked out. needless to say, if you get threatened, it's smarter to stop calling that person & find a new victim! (i'm 20 and i STILL prank call! IT'S FUN!)

yes you can yes they can track private phone numbers and people use skype for pranks buy skype out the number will show up on a phone as 12345678 easy enough

No, they can charge you with other things though. ie. disturbing the piece and invasion of privacy. Also, nowadays, exessive phone calls raise a redflag for the department of homeland security to listen in more closely.
