it's lighter because the hair is exposed to more sun, also there's less clumping of the hair on the arms. It's more spread out. I guess you could dye it but it's so thin that the dye might turn your arms grey for a while. I'm sorry but does it make that much of a difference if they're brown or black?

Probably because the hair is exposed to the sun and since the hair is more fine and thinner...the sun lightens the hair faster. I don't think there is anything to do to make the hair darker.

It's normal, everyone's hair is lighter in different places of the body.
Besides, women find really dark arm hair unattractive, because it looks too hairy.
