I was visiting a friend today, and saw 4 or 5 young girls, going in,and out of an older handicapped guys apartment,at one point, one of the girls came to the front door completely nude.
These females were flagging down cars as they passed thru the complex.
I am 100% sure these girls are hooking/prostitutes.
They all looked drug addicted.
Would you turn them in to the cops,or just look the other way?

Where have you been? It's not the girls that you should worry over, it's the pimps. Organized crime is not taken on with a wim. It takes stealth, grit, and a few weapons as backup to run a bunch like that out of the complex. You don't know whose side the police are on. You don't do it alone. You may have to go directly to the DA with video. Drop it off, you don't want to be seen. Another copy to the local TV station.

‘All that is necessary for the triumph of evil is that good men do nothing’
We are oft to blame in this, 'Tis too much proved that with devotion's visage and pious action we do sugar o'er the devil himself.

Literature is replete with answers to your question. All you need is the courage of conviction to live the example and make your world a better place one step at a time. If others see the proof of your work it could inspire them to do likewise and we can truly begin to solve our problems in this country.

Illegal activities must always be reported to the Police so that there will be order in the community free of irregularities like prostitution.

I'd call 9-1-1 to report lewd behavior.

It all depends on the crime.
But- in your example... who was the victim?
Doesn't sound like they were contributing in any way to anyone's unhappiness or increased any one's suffering.

If there was a real crime.. then yes. I'd report it.
