I am in college in a small town and I think the community would benefit from a big brother/big sister program. My question is do I have to have consent to use the name of the program or not? Should I just call my program by a different name other than big brother/big sister program?

The Big Brothers Big Sisters of America is a registered copyrighted organization. So it's not really a question of whether you "consent to use the name of the program or not." Are you sure they do not have a local chapter in your area? Go to their website at bbbs.org and type in your zip code to see where the nearest chapter is. If not, it's still a great idea and nothing should stop you from doing similar on your own.
