He did complete. He enlisted, he served for a little while in the National Guard, he released. Sounds pretty complete to me.
As for the other question. You're guess is as good as mine.
I'll be the last person to defend him but he did do his military service. He was just lucky his pappy had friends in high places to keep him back home and not overseas.
