This is the exit lane, which means vehicles are slowing to exit and accelerating to merge onto the road in this lane. Also, designating a slow lane vs. a passing lane simply helps with the flow of traffic and safety. If you want to drive slow, you have your lane and will not impede a faster driver and create road rage.

because that's the lane that people come off and come on to so there are more stops than the left lane =).
