Yes, the shells are good for them. Do make sure that the shell has been heated enough to kill any bacteria. When I had canaries I fed them egg shells. One of the things they LOVED was an egg corn bread I made for them. I would take a box of corn bread mix, add a dozen eggs shells and all and mixed vegies. I would just throw it all in a bowl, stir it up and bake it. I would freeze small squares of it after baking and give them a square a day.

You can in larger birds, like cockatiels. So I wouldn't see why not in Finches, besides, The calcium and other nutrients found in the shell is good for their own egg production. Are you planning in breeding your finches? To verify, go to your local Petco or PetSmart and ask a Bird Specialist. If by any chance you deal with a vet, make sure he/she is an Avian Vet.

Not a good career move. If they become accustomed to eating egg shells they might be tempted to break the egg shells of their own eggs.

Providing cuttle bone or calcium block would be a much better choice.
