Epidermal cells have a specialized role (producing cuticle) and are the wrong size and shape for photosynthesis. Photosynthesis is carried out in the mesophyll and that is where the chloroplasts are located: mesophyll cells. Stomata are only rarely found on the upper surface ... they are mostly on the lower surface only.
