I'm pretty sure he's allergic to the ink. It would probably be a bad idea to keep trying to finish the tattoo. If he is (and I'm pretty certain) allergic to the ink, prolonged or repeated exposure to the allergen could potentially cause an even severer allergic reaction (read: worst case anaphylactic shock aka swelling of the throat). Go to the doctor or possibly an allergist to confirm that he is allergic to the ink. But definitely stop trying to finish that tattoo. Before something bad happens.

Either he is allergic to an ink ingredient, his body is rejecting the ink causing a bad reaction, or the instruments aren't sterile.
Benadryl will help for the hives, and possibly the swelling. If he can, than he should probably see a doctor about it.

Just a case of the nerves.

It could be an allergy but it could also be that your tattoo artist is not sterilizing their equipment properly. Is this a well know place and do you know if they keep all their equipment sterilized and up to date and use different equipment for each client who gets tattoos? This may be worth looking into.
