It is illegal to date someone under the age of 18 if you are 18 or older because you are considered an adult and the other person is a minor. From what I know, the marriage age isn't 16 unless you have parental consent, otherwise it is 18. It's just that 18 is the age where you are considered an "adult" in the law's eyes.
