if you work and get paid wages, the person or company you work for is required to withhold social security taxes on every dollar you make. Usually federal and state income tax is also withheld

Most companies have to pay taxes and withhold taxes from your pay. If you don't make enough to owe any taxes, then you would want to file to get the tax refund.
If you are just doing odd jobs around the neighborhood, then you wouldn't report the earnings.
If you are a minor, then I believe your income is added to your parents income and they pay taxes on it, since they claim you on their taxes.
