I think it just depends on the dynamics of your relationship. You don't say how long it's been since you've talked w/ him or seen him. You didn't say if he was in town on business or pleasure. Since he lives out of town, how often do you keep in touch? I am assuming that you are also a guy and guys seems to have a hard time having a close friendships with other guys and for some reason especially some brothers. You probably love each other, but are having a hard time establishing a friendship. It's going to be up to you to do this. I am willing to bet he is your older brother? It could be that he is taking your relationship for granted. (older siblings tend to do this more than the younger ones) Of course it is a two way street and he may feel that since he is the 'visitor' that he doesn't want to interfere with your day to day plans. Which is silly because you want to see him. So I say give him a call. Tell him you don't want him to leave town w/o seeing you. Don't show your disappointment if this is not possible.Don't bring up hurt feelings, just keep it light hearted and simple. Then after he goes back home, make an effort to email him from time to time (at least once a month and no more than once every two weeks, you don't want him to think you are needy) and let him know what's going on in your life. Hopefully he will respond and then you two can start building from there.

I have a half brother that lives less than 10 miles from me. I haven't spoken to him since my dad's wife was here...last July. I have other half brothers and sisters that I haven't spoken to since my mom died 2 1/2 yrs ago. Honestly your brother not calling you does not surprise me.
