One way could be to exercise all the muscles below your waist but still stay on the diet you're on now. To make your arms skinnier, you have to try and isolate your arm muscles from your chest muscles. In other words, do a bicep curl properly! A biofeedback machine can help aid you with this. For a lower ab workout, lay supine on the ground and raise your legs and keep your back flat on the ground.

I've personally experienced a shrinkage in arm and upper torso fat when I started doing push-ups, however while still on an unhealthy diet, I still had a fat gut. Apparently when using a certain area of your body at high intensities and long periods of time, the lipids around that area are the first to be dissolved to get more energy.

No chance, unless you have breast implant. Breast are great places to deposit fat, so it gets there as fast as you gain weight, and because its not needed there, you will loose it as soon as you loose weight (fat). I wish I could tell you otherwise, sorry. Hope it helps. Good luck

If you are reducing your body fat, then you cannot control where it goes from, unfortunately. Breasts are usually the first to go! (But wouldn't you rather be fit and healthy anyway?)

There is no way that is just part of it. Your stomach and breast will be the first thing to go.
