I assume you mean on a date?
Some of this depends on where you live... but, one of the best dates ever that cost me $0, and included drinks and appetizers...
Get dressed up - dress nicely, but do not overdress. Visit an art show opening or go shopping in one of those places where they have to buzz you in. In both venues, the sales people judge you by how you appear and how you talk. Pretend interested, but not overly interested, they will offer you drinks, coffee, sandwiches, desserts interesting conversation and wait on you hand and foot. This idea works best if you have multiple places lined up to attend.
Another one, that doesn't work quite as well is an auction - preferrably art and not livestock. ☺
Other things you can do, of course are enjoy some conversation in a coffee shop like Starbucks. Check the local Borders and Barnes and Noble for the nights they have live local musicians - also, free coffee and cookies.
Go on a picnic, or a bike ride. Take a walk in the park. Visit a nature conservatory.
There are lots of inexpensive dates, if you enjoy one anothers company.

Cook a nice dinner and then watch some movies cuddled up on the couch or in the bed.

Set up an activity. Games are always fun - and plus you get to spend time with the person!

Picnic and if you can't afford food walk on the beach if there's no beach, a pretty lake.
