^ at CVS they have hair coloring products that you can buy. When you go make sure you pick maybe the second to the lighest blonde there is. Above is only an example of how cheap the product is!!! By looking at the picture her hair is pretty light.
To get those curls id use something like this

these types of curling devices really give alot and the curls are beautiful!!!
The makeup she has on is a lot of Blue eye shadows. Looking at it it seems like she has a baby blue and a darker blue on. They really put a lot on her while also putting black eyeliner and black mascara. The lipgloss she has on is pretty straight forward where you can put any baby pink you want!!
These makeups you can probally find at CVS or ulta.

Get a curling iron and seperate your hair into 10 sections. Then roll one up and hold for about 1-2 minutes, the unroll and then roll again into the opposite direction for 1-2 minutes. Do this for each section then some hair spray and it will probably look cute.

buy a product called *curls rock* by catwalk. After washing your hair, towel dry. Squeeze the curls rock product along with some leave in conditioner into the palm of your hand and blend together and work threw your hair. Section your hair with clips then take half inch sections and twist around your finger until it is twisted tightly...then let it drop. Move to the next section until your hair is all twisted. Let it dry, you will be amazed! and it will stay until you wash it out.

this is a very high maintenance style. All it is layered look and they put curlers all over her and did some on hot iron curlers. They put volumizer or spritz on her hair to keep the curls then sprayed it with hair spray afterwards. This is a very hard style to keep up. She had a stylist do it for her... not something I would recommend for everyday wear.

to get it EXACTLY like that first you have to dye your hair platinum blond.
go to a salon to do this since your hair is brown and if you try to do it yourself, it might go completely wrong.
then, get your hair cut at about shoulder length with bangs just above your eyes.
once you've done the hard parts, now all you have to do is style it!
part your hair (her part is on the right).
grab a curling iron and start curling your hair. after you curl a section add some hairspray (tresemme, strong hold works great!).
after your done curling it, add some hairspray all over your head to make everything stick.
and your done! :-)

You should go to a perfesional with that picture. Just cut your hair like that, color it, and then, I wouldn't get a perm because perms don't turn out like that. You should just later curl and spray your hair with hair spray, or do it with a curling iron. I like her hair too. But-you can just cut it like that, but you don't have to color it blonde. It will cute brown too. Hope I could help~isa

that is soooo cuuuute! but probably a curling iron and lots of hair spray would be the best make sure to get a flat comb so you can part the hair to the side and i would suggestt to try maybe rollers and after that curl the ends more so you ccan fix it up! good luck :)

okay i know that you look like the other ckik or whatever. maybe not platnom blonde. because yeah, it would look unnatural maybe if you want blonde just not PLANTOME! kk. maybe like a dark blonde or medium blonde. and not as curly as that girl. since u have straight hair. maybe curly at the end would look very cute! maybe a little long too
