I was just wondering if it is possible for a person to never go through puberty?

yes its VERY possible when you die at 8 years old.

Yes, certainly.
There is a small proportion of females who never develop breasts, never have periods and simply remain infantile.
Equally males whose voice never breaks and whose penis and testicles remain infantile.
But the proportion is tiny.

yes it is possible. but usually there is medically something wrong with them.
