Depending on your state laws you should be able to go when you are 16 with a parent... some places you just have to have your parent with you. Other places you have to wait until you are 18 no matter what.
I am not sure what the reason is for the wait other then you are not an age of consent ... legally you can't sign a contract... this is one thing most places do... you have to sign a form saying that after it is done it is your responsibility and they can not be held accountable for anything that can happen. If you are not of age or have a parent sign for you, the "contract" is invaild thus putting them at risk to be sued.
Other then that... I don't honestly know
Check the laws... if you can't even with parental consent... you have to wait.
And don't go to clairs ... one they won't do the kind you want... two they use a gun which can shatter the cartalige in your ear that can leave a bump... I think it is always best to go somewhere where they do this professionally... not in some little store in the mall that sell pick fuzzy frames. I also had a very bad experience there... as well as my friend who has 22 peircings in her ears including the one you want to get.

You should be able to get it done with a parent consent. Some shops just wont touch a minor flat out. The place I go has a shop rule of 13 or older with parent consent and of course 18 without. Check local laws, you should find an answer there. Saying you are too young is a personal reason and they have the right to refuse service, any shop does if they feel it isn't right. Don't go any where that is cheap and icky just because they will do it. This piercing requires a lot of set up and is not quick, mine took about half an hour from the time I went back to actually getting it pierced. It came out perfect, no problems what so ever. If you really want it and no one will do it where you live, wait until 16 and I am betting they would then. Personally, I don't see a problem with it. I got one last year just after turning 17, love it! But I got my first piercing at 13.
Oh, yes, go to a shop. This MUST be done with neeldes because you can not line up those guns and they shouldn't be used on anything to begin with. Just be careful about brushing and washing your hair if you get it.

There's nothing wrong with industrial piercing. The truth is, a lot of places won't do it for teens under the age of 18 because it's the law. Once you're 18, they give you this contract saying that if something bad happens to u after the piercing, they are not responsible. Being under 18, this does not make the document legal if you sign it. So...places won't take the chance of you suing them. As in how you can get one, you can go around the system, and have your legal guardian go with you and sign the papers for you. Then they pay, and you can get one that way. But honestly, that's the only way you can get one professionally made, unless you get a friend to do it, which is very dangerous having that many pple don't know how to pierce properly.

Depending on where you live, the laws about modification of a minor will vary.
The best thing for you to do is find those laws because you might be too young according to your state. And as a minor, your parents are responsible for your well-being and they have to give you permission to get this mod if you are under 18. If they say no, that's the law as far as you should be concerned. No offense meant, but don't rush into this, there is plenty of time to get a piercing.

An industrial takes dedication. Major dedication.
As its been stated before, most artists wait for one, it may be law, and two, at 14, you are not done growing and developing.
An industrial can take up to a year to heal, and if you catch it, knock it, or it gets infected, your healing time just increased.
Honestly, hold off until you no longer have PE or anything like that, OR, if you can find someone to pierce it, get it done over the summer so it has the longest time to heal.
I'd hold off another few years.

i'm sure if your parents were with you they wouldn't mind doing it. because even to get your belly botton pierced you have to have your parents be there. because one, if you come back with any peircings without your parents permission you might get introuble and i'm pretty sure they've gotten complaints a while back before for that. thats why i think its a law. but maybe try being there with your parents next time if they weren't there with you before

You have to be 18 or older to get a tattoo or piercing, or any other type of body modification. If your parents agree with your deicsion, they have to be there with you when it's done.

My sister wanted the same piercing when she was your age--no one would do it. They said they wouldn't do it because at that age she was still growing and if they pierced before her ears reached their adult size then it might permanently disfigure her ear, or her body would reject the piercing and push it out. yea, kinda freaky, so my advice it to wait it out, and consider carefully whether you really want it. It's a lot of work to maintain and extremely painful even during everyday activities, like showering and sleeping.

hmmm...dont you realize that the reason there is a law against it, is because your way too young to deform yourself and your gonna regret it later...just wait till your eighteen, and if you are still silly enough to want to get a piercing go for it, you might still be making the wrong desicion, but they cant stop u then...
