HELP!!
I bought something on ebay and paid throght paypal (with my visa debit card)... The item received not as described...The seller is a crook and not a longer register user on the site... Do i have to send the item back to the seller and file a dispute or should i keep the item untill i get my money back...? Thanks!..

The bank is 100% wrong in doing this. Go to the main office if your close otherwise go to another branch and tell them your want to file a dispute. The bank is trying to delay you in filling the claim. You should not have to send the item back at your own cost. I have seem a dispute form. One is wrong item sent. However, try paypal first. Because if paypal gets a charge back they will ask for another form of payment but I think you can still dispute this if paypal ask for payment.

Your bank and Paypal are required to issue you a temporary credit for the amount of the purchase and they can help you file the dispute with the merchant.
There are a few details to be aware of:
The shipping charges may not be refunded at all if it was part of the merchant's documentation.
An expert 3rd party opinion is sometimes required to prove your case if the merchant sends a rebuttal.
If the case moves to arbitration there are some hefty fees involved for the loser and most merchants are not interested in going that far unless they have a sure thing.
If the merchant is a scammer it is up to Paypal and your issuing bank to eat the charges in the dispute and you should receive a full refund.

Put in a dispute with paypal. If the seller is at fault they will refund the money. That is the beauty of using paypal for Internet purchases. It's guaranteed!

Oh, and your bank is stupid if they told you to return an item you never received.

Paypal is really good about giving your money back. They guarantee it, even if the seller doesn't pay them. They came through for me after purchasing some electronics from overseas which never arrived, and the seller disappeared.
