First, BMI calculators are pretty much worthless...especially for people that have dense bones or lift weights (e.g. I have body fat below 10% (tested in a hydrostatic tank) but I am classified as "overweight" according to the BMI charts).
Second, step up your cardio. You need 30-45 minutes a day if you want to actually lose weight. 20 minutes is not enough to lose weight b/c you are barely burning through your energy stores in this amount of time (which allows you to get to your fat stores).
Third, you may not be getting enough calories. Getting too few calories can actually cause your body to go into starvation mode which causes your body to adapt to a lower amount of calories and prevent fat loss.
Use a BMR calculator to estimate your daily calorie need then aim for about 500 calories less than this. This, combined with cardio 5-6 days a week should do the trick. Also, try to avoid simple sugars. Avoid all processed sugars (e.g. candy bars, soda) and limit your natural sugars (e.g. fruit and dairy). The latter aren't necessarily bad for you but too much can inhibit your fat loss goals.
Good luck.

Well I just finished my weight training class and I learned that you should do at least 30 minutes of cardio at your target heart rate to be burning fat. I mean burning calories is good but that does not calculate to burning fat. And I was also told that if you weigh your food that it makes you lose fat faster. I have a question for you... How tall are you and how much do you weigh because if you are looking to firm up maybe youshould do more weight training instead of just moderate.

Counting calories makes you fat. That is why America is the fattest society ever. Nourish your body thin, instead of starving your body fat. Good carbs like celery and carrots will never make you fat. Bad carbs like cake will, but you don't need to know the whole science of glycemic load. You need to re-learn how to eat so you can become thin and healthy. Salt has no calories but makes you fat and burning more calories does not help this fatness.
Find out about fastest way to lose weight, most effective exercise, good and bad fats, water retention and secret trick used by models to flatten their tummy before an event. Reading a book will take you hours but the information on a post, taking minutes to read, is not enough. The webpage below has just enough to know what you need to know. Links page has gov. BMI calculator to find out just how much overweight you are (teens plug in your age to compare to others your age).
You can force your body to lose weight with not enough calories, but if you continue it, you will starve to death. With an abundance of healthy foods, you lose weight just as fast, but only until you reach your ideal weight. You can continue eating this way the rest of your life and always be at your ideal weight.

When you're wanting more results, all of your workout will need to be tweaked.
If it's weight loss, bump up the cardio. If it's toning you want more of then work harder with your weights and get more serious about it. Do 3 sets with each muscle group and work hard! The first set should be light, then heavier, and then heaviest. Push yourself and you'll see more things changing.

You probably gained muscle which is denser than fat. This will show as an increase in your BMI which is useless for measuring body composition. An ordinary measuring tape gives you much more useful information than BMI. Clothing sizes are not listed in lbs.
Here is some info on measuring body composition.

your cardio is not enough, you should bump your cardio to 45-1 hour. and pose to keep that heart rate constant. also try to eat less calories. try eattign carbs during breakfast time and lean protien to rebuild your muscles. try to stay away from sodium (salt). btw bmi weight is for the everyday average person that does not lift. remember muscle weighs more than fat.
