hard to say. depends on who's in power at the time.
hate to say it but, in 30 years, why didn't he apply for a green card or citizenship?

and you did not really state his legal status. no documentation usually means " illegally entered"

in the past 30 years, there has been at least 3 times when the government has offered Amnesty to illegals.

now that we are about to drop the hammer on illegals is not the time to seek legal residence status.

while I feel for you and your family., I have to say that anyone in this country illegally is a criminal. or why else would they call it illegal? I know I have to obey the laws. and while your step father may be a good man and a good person and feel he would make a good American, he has had plenty of time to become a citizen. I don't know if they still do, but when I went to school in the 60's, we had to Pledge Alligiance to the Flag . how many illegals do.

Finally, if you step father wants to be a citizen, he needs to go to the INS immediately and declare himself.

if not, he is breaking the law everyday that he doesn't. and the people who harbor him should be charged as well.

sorry but that's the new REPUBLICAN America.

He has to file a petition for permanent resident first, after 3 years of being a permanent resident (green card holder), he will be able to apply for US Citizenship as he is married to an American citizen (your mum), usually one has to be a resident for 5 years before filing a Naturalisation petition. you can check on the link below to read more about the process
