It really depends how long you have been going out and how committed you are to the relationship. If you recently started dating this girl, you don't want to alarm her with an over the top present. Think of something she likes or something she mentioned in passing.
Does she like the orchestra? Get two cheap seats (10-15$ each) and take her out for coffee afterwards.
Get her a book, either a classic book like Jane Eyre or Pride and Prejudice and write an inscription on the inside. Another idea is to get a children's book about something she likes and inscribe it, then read it out loud to her while you snuggle.
Buy a picnic basket and fill it with fun things you two can do together later. Ex: coloring book and crayons, sidewalk chalk, popcorn and a movie from the 5$ bin, bubbles, cookie cutters, etc.
A betta fish with tank and food. But only if she has expressed interest in caring for an animal...
Make her a handmade card and a coupon book of things like backrub, movie night of her choice, coffee date, day at the beach, etc. and have them expire on her next birthday.
Pretty much anything will be appreciated, as long as she can tell you put thought into it. I would keep away from articles of clothing, however, just because if you get the wrong size, albeit too big or too small, it is just insulting.

i believe anything you give her will make her happy and will cherish it forever. i bet you just being there for her and being her boyfriend already gives much happiness. so just put your heart and love to it and everything would be cool. good luck =]
but if you are still having a hard time deciding, well here is my opinion, when you take her out on a date or go shopping, try to notice what things she have her eyes on. like what clothes she trys on or what keeps her touching it and looking at it. you know sometimes it sucks to love this item so much but it turns out it soo expensive and you just end up not buying it. SO if something like that happens, if possible, on somedays without her, you can secretly buy the item and on her birthday she would be surprise and would love you even more. =]

Are you a boy? Is it yours? IF so, that should be a given, if not then do not give your girlfriend something for her baby, give the baby a gift, it is not about the MOM!!! Chose age appropriate items, Everything has an age limit on it now days!!!

it depends on how much your willing to spend. get her a bracelet and a card and put it in a giftbag.fill the gift bag with hershy's kisses.
or get her a bath wash set.
