He has to file a petition for permanent resident first, after 3 years of being a permanent resident (green card holder), he will be able to apply for US Citizenship as he is married to an American citizen (your mum), usually one has to be a resident for 5 years before filing a Naturalisation petition. you can check on the link below to read more about the process

However, I have heard that if you entered illegally they want you to leave and then apply and there could be a period of time they wouldn't give it. I think you should speak to an immigration attorney.

It sounds like he would have qualified for the 1986 amnesty, don't know if that helps after all of this time...
