I am taking the TOEFL PBT this year but I have hard time searching for the testing centers in the internet.. I also can't find it in the TOEFL website. Are there any other options? Is paper based test still available here in the Philippine?

"After September 30, 2006, the computer-based version of the TOEFL test will no longer be offered. The TOEFL program is phasing in the Internet-based version of the TOEFL test - TOEFL iBT. In areas where TOEFL iBT is not yet available, the paper-based version of the TOEFL test will be offered to continue to provide access for TOEFL test takers in these areas.
Not all test centers are open for every test date. Check the online registration system for specific information about test dates at a particular center." [1]

The March 29th iBT test was given at these centers in the Philippines:
Binan
Baguio City
Cagayan de Oro City
Cebu City
Makati
Manila
Pasay City
Pasig City

You have to actually register to get that information. I have been coaching Japanese students for the TOEIC & TOEFL tests for 20 years. Some information is available without registration, but details of which test is offered at which center on which day seems to be restricted to folks who actually register. Try signing up and see what happens/
