Okay, is it legal for my mother to claim my daughter as her dependent and claim all her expenses AND I claim her for my EIC? I live with my mother but pay all my daughters expenses and just want to let my mom get the dependent deductions???

No. See IRS Publication 17, page 28, section on "Special Test for Qualifying Child of More Than One Person". That paragraph specifies that the person who takes the exemption is also the person who can use the child for EIC.
