Do we need a permit to start a charity?

Me and my friends want to start charity-type team where we have events to raise money for different charities, do we need a permit to do this? How do I get one if we do need one?

well i have just started a charity in australia to open a homeless shelter and my local councel wave all costs as it is charity... check with your local councel
