If its windows XP your running, then right click on the jpeg file, and click on properties.
A little window will appear, towards the top it should say
"type of file: Jpeg
opens with: Change"
Press the change button, and a little list will come up of programs you can open it with. Choose "Windows Picture and Fax Viewer"
That should sort the problem for you, windows picture and fax viewer generally opens almost every image file you'll come across.
If you are not using Windows XP or are using some other manufacture of operating system, I cannot help you my expertise extends as far as the operating system on my PC where I can reference it to give step by step.

In EXPLORER, RIGHT CLICK on a JPG file and select OPEN WITH, then select the graphic prg you want to use to view JPG files

download gimp from www.gimp.org it opens any image format.
