Being Washington DC is not Officially a State, and with all the taxations without representation going on, where DC still has to pay tax, but they can't Vote.
It's like going to another country...Literaly....and I think technically, you should need a Passport to go there, and a Passport for DC to come to the States.....lol. Then they'ld fix the taxation without representation real quick.
But No, a minor shouldn't need any ID. It wouldn't be a bad idea to get them some form of ID in the future, just incase.... but it's not a law requiring it, unless you are leaving the country.

If you are coming from out of the United States, you will need a Passport to enter Washington DC or any other city in the the US that is your port of arrival.
If you are already in the US, and driving/flying to Washington DC, then you will not need ID or passport.
The answer applies to anyone, adult or minor.

But some form of ID is always a plus. Call your airline to see what they require. Since DC is in the USA you do not need a passport but you will need your Drivers License or State ID card to get through security.

confident and no, and this may be a marginally stupid undertaking. Canada would not formally require US voters to have a passport to circulate into Canada. All Canada asks for is evidence of citizenship and a central authority photograph identity. in spite of if, the U. S. demands each guy or woman, citizen or otherwise, to have a passport(or equivalent for land and water holiday) to circulate into the U. S.. So Canada won't enable you to in in case you have not got the the excellent option identity to get lower back into the U. S.. in case you're flying from the U. S. to Canada or vice versa, they won't even enable you to on the airplane without a passport besides.

I don't believe legally he/she has to have one to fly etc., but its a good idea to bring a school photo Id along.
