Build a bear literally translated would be "construire un ours".
But I think that you are talking about the teddy bear making stores found in the US. In that case I would use the phrase
"Fabriquez Un Ours En Peluche" which actually means 'Make A Teddy Bear', but sounds much nicer in French, than 'construire un ours'.

You can't say "construire" which implies building a house, a car...
As for the bear, we would say "fabriquer un ours"

"construisez un ours" as much as it doesn't make sense... how do you build a bear? or does that only happen in "french"?
