and wanted to become a reformed jew. I started learning hebrew and read the torah and celebrating jewish holidays. Would that make me a true believer in the jewish religion if my heart was in it but i wasn't born jewish?

-yes this is a serious question but i don't live near any synogogues or rabis-

That rather depends.
If Judaism is truly a universal religion (open to anyone) then you can convert to Judaism.
If Judaism is an ancestral religion (one can only be born into it), then you can not convert to Judaism.
I've heard Judaism described both ways.
I suppose it's a roll of the dice.

I reckon you should visit Chabad.
By the way, Jews don't require you to convert, and actually put pressure on you not to convert. Righteous gentiles, providing they keep the 7 noachide laws, also have a share.
7 Noachide laws can be found with commentary many sites on net (simple google), but some recommended:

Prov 6:23 For the commandment is a lamp, and the law is light.

Exd 12:48 And when a stranger shall sojourn with thee, and will keep the passover to Yahweh, let all his males be circumcised, and then let him come near and keep it; AND HE SHALL BE AS ONE THAT IS BORN IN THE LAND: for no uncircumcised person shall eat thereof.

Exd 12:49 One law shall be to him that is homeborn, and unto the stranger that sojourneth among you.

Mal 3:6 For I [am] Yahweh, I change not; therefore ye sons of Yaaqob are not consumed.

This ordnance did not change not now or ever!

Exd 12:49 One law shall be to him that is homeborn, and unto the stranger that sojourneth among you.

The only way to be covered under the blood of the Lamb of Yahweh is to repent and be converted to keeping His Law.

Mal 3:7 Even from the days of your fathers ye are gone away from mine ordinances, and have not kept [them]. Return unto me, and I will return unto you, saith Yahweh of hosts. But ye said, Wherein shall we return?
