Partnership for peace is an outreach program the US military has to former Soviet Republics. The idea is to teach the military services of those countries in how to be the military arm of a Democracy.

(One of the most dreaded events of a 'Partnership For Peace' exercises is the party afterwords. American military personnel have been de-emphasizing alcohol for so long that we have to develop subterfuge's to remain polite but not get totally hammered by the Ukrainians who seem to have a limitless tolerance for vodka.)
