its picking up somekind of frequency and the clock radio part is turned off. Weird

You must have either a defective clock radio or an interference source near by.
One possibility is that your cell phone is near by. it will communicate with the cell site it is closest to even when you aren't making a call. I can tell when I'm about to get a call if my cellphone is near the sourround speakers. A buzzing noise can be heard...

There can be a signal of some sort that the radio is reacting to. It could be some kind of wireless device, or a stray signal from a source outside, like a CB or two-way radio. Try to see if the noises coincide with any internal or external activities.
It simply could be a defective unit where the cause is internal. You may wish to check and see if the "snooze" feature is active. It may be trying to alert you.
