You'll want to find a recipe for Royal Icing, this is the type that hardens when it dries. There several different recipes. Here's an easy one I found on-line.
INGREDIENTS:
3 medium egg whites
1 pound of powdered sugar
1/2 teaspoon of cream of tartar
PREPARATION:
Beat egg whites together until frothy. Mix or sift sugar and cream of tartar together, then add to egg whites and beat until stiff, 5 to 10 minutes.
This hardens, so don't make it until you're ready to use it and keep it covered while you work. You can add a drop of food coloring and/or flavoring like vanilla or peppermint oil

I am not sure about the lizard cookie cutter (I would check amazon though). I imagine it will be super difficult to find a 10" one, that is rather large. You can always find a picture of one and make a makeshift cutout.
However, the green icing is simple. Take about 1/2 a cup of confectionars sugar (powdered sugar) and mix it with about 2-3 tablespoons of water, just enough water to make a nice wet paste without becoming watery. Then add a drop or two of green food coloring, depending on how green you want your lizard. After spreading on the cookie it will harden nicely. :o)

A craft store like Michael's or Hobby Lobby might have what you're looking for. As for hard green icing, you can make green icing and add green cereal pieces like the green fruit loops or green pieces from fruity pebbles. Walmart also has a good selection of cookie cutters. If time isn't too pressing, you might want to check on amazon.com.

I bought a extra large dinosaur cutter at Wilton cake supplies. www.wilton.com. they had alot of variety.
Royal icing : 3 cups icing sugar.
2 egg whites
2 tbls water
add water slowly until right consistancy should be shiney and smooth when you put on totally cooled off cookies it will spread at little itself and harden . If you are using liquid colou ing add before all the water. if too thick add more egg white. Have Fun.
