You likely dont... he already likes someone else.. If he was gonna notice you he already would have dont ya think?
But maybe just maybe.. a very short lil black dress might work temporarialy (works for me anyway for "notice"

i would get to know him(ex. say hi to him if you pass by him ). i know you might think this akward but it shows you are friendly and can open up a relationship between you two.
from there you can progress on.
Also there is the childish way which is , to stalk him and then have your friends talk to him about you
