The only places you can go without a passport now is Canada and Mexico and ONLY if you are travelling by ground transportation. If going by air a passport is required. Even travel to U.S. territories requires a passport....to get back in the U.S.

You can go to a few places in the Caribbean without a passport. They are Perto Rico, St. Thomas, St. John, and St. Croix. You can obtain detailed information at this website http://readyforvacation.com

Hawaii is not bad, but "outside the U.S." your only chance MIGHT be U.S. insular possessions, Costa Rica, Guam, Midway, U.S. Virgin Islands
