You use the word LIMIT. The maximum allowable amount. So less than that is acceptable too. Maybe you need to go in for a re-exam/ I don't recall that the numbers posted was the MANDATORY speed. If you don't like following behind them at 5AM, maybe you need to get on the road earlier.?? or a more comfortable car to sit in.?? or less caffienne in the coffee?? Might help. What's the rush? Heaven/Hell can wait.

Next time that happens to you, be thankful that you live in this rich country, where regular folks HAVE cars instead of envying the rich people in the rickshaws and donkey carts.
Look at the world's population. There's a 50% chance that you would've been born to a life where you walk to work, and a 10% chance that "work" consists of holding an empty bowl and hoping the UN water truck makes it past the militia today. So tell me again how life sucks?

Now of course I don't mind if they stay in the slow lane. I mind when they do that in the left lane (U.S.) or on a single lane. Discourteous drivers I believe are the cause of more accidents than anyone else. Sad thing is, they aren't IN the accident they cause, they cause others to have accidents. Now that doesn't sound too bad, does it? It does when that causes innocent people to get hurt because of some idiot driver.

If they do it in the right lane, AKA the "slow" lane, what's the problem? They are breaking no law.
I drive in the slow lane and people are ALWAYS speeding up behind me, tailgating, or even honking, trying to get me to speed up. Danged idiots.

I'd suggest passing them.
Or, if you can't do this, find a good song on the radio (or your iPod) and enjoy the leisurely drive.
Then again, if you are in a hurry, perhaps the problem is that you didn't leave early enough.
