Jews are commanded in the Bible to be circumcised when they are 8 days old. This commandment was told to Abraham. Since his son Ishmael was 13, he was circumcised when he was 13. Consequently, Arabs, who are decendants of Ishmael have it at age 13. (They have a high runaway rate at 12--HA!!)
In America most males get this procedure in the hospital after birth, but not on the 8th day. Non-Jews in America get it done because it is considered healthy. Jews do it because that is what G-d commanded us to do.

It is and always was a Jewish religious belief that somehow became the norm in the USA. But that is changing now. Since there is no good reason to circumcise. And actually the fore-skin is there for a reason. Which should have been obvious to begin with.
