Sorry, but if your stipulation for finding a dog is price, you really shouldn't have the dog. A QUALITY animal from a good breeder will usually run from $400 - $1200. A 'back yard breeder' that sells through newspapers or ads at the feed store is not the way to go either-- most don't know enough about breeding to assure you of a healthy, normal animal. A pet store always has inferior animals from puppy mills and these are drastically overpriced for the quality of the animal and the care it's received.
If you want a 'cheap' dog, your best bet is a shelter. Keep in mind, though, that if you can't afford a dog from a good breeder, you can't afford the vet fees, training fees, emergency fees, and cost of general upkeep that comes with a pet. When you look for a breeder, ask about health clearances on the parents of your pup, how the pup was raised, why you want the pup, etc. and be prepared to answer a lot of questions in return. The breeder wants to make sure you are the best home for the puppy, and you want to be comfortable with the breeder. If the first words out of your mouth are 'how much' rest assured you won't get a pup from a responsible breeder.

It always concerns me when people are looking for "cheap," dogs.
You need to realize that even if you come accross a free animal, they are very expensive. I've had my two dogs under a year, and I would guess I've spent in the $5000 range on them (including their adoption fees of $200 & $250)
If you don't have enough cash on hand to purchase a pet, do you have enough to take it to the emergency vet should something happen to it?
A good percentage of shelter dogs are there becasue owners couldn't afford them.
Now, if you know and anticipate this but are looking for a good place to adopt a pet that doens't make a tidy profit from it, you should contact local rescue groups and the Humane Society.
