...Anyways.
A US Citizen does not have to wait any length of time to bring their parents to the US. Naturalized, born here, or what have you, it's all the same... Once you become a US Citizen, if you are 21 or older, you can petition for your parents by filing the form I-130. The I-130 is available at the USCIS website at http://www.uscis.gov . It takes, generally, six months for the petition to be approved. It some cases it can take less, it all depends on the place where you are required to send your form, how many applications theyre dealing with, and if you file with all initial evidence, which means read the instructions carefully about what you need to include with your application! Once approved, if the parents are outside the US, the petition will be forwarded to the State Department's National Visa Center, where it will be pre-processed and then forwarded to the appropriate US Consulate or Embassy of their country. Once received, they will automatically received their visa, as opposed to other... Say for instance, a Permanent Resident files for his/her parents. The same process occurs, except when the US Embassy or Consulate gets the approval, the parents will have to wait in line for several years behind others who are already in line to immigrate... Therefore, the US Citizen has the advantage, their parents come right on over! Shortly after arriving in the US they will receive a Welcome Letter, along with their Permanent Resident cards...
If the parents are inside the US when the I-130 gets approved, say, as visitors, then they can simply contact the National Visa Center and inform them of the changes, request a new approval notice, and adjust status while here IN the US and not have to leave =).
I hope that helped a bit. If you have any further questions please consult the website I gave you above, call Customer Service, or even feel free to message me. Good Luck!!

Given the huge number of illega aliens in the country today, I'd like to say that they should never be able to bring them in. I'm sorry for all the law-abiding immigrants who now have to suffer because of the illegal aliens' abuse of the United States and our Citizenry. When our borders are brought under control and if you are here legally, I think your parents should be able to come after 7 years but only if they do it through legal channels.
