If your extension cord has a small neon lamp which is an indicator of the presence of power, then you are consuming small amount of electricity when it is plugged but not connected to anything. Otherwise, no.

if an extension cord is plugged into a live outlet, it will not use any electricity, the circuit is not closed as it would be if you were to have a toaster plugged into the outlet, so electricity cannot pass through the plug.

NOPE ,if i'm reading the question right, you are not drawing any current ... but if you develope a short circuit you will be exposed to a fire hazard... the best thing to do is keep all extension cords unplugged when not in use......gorlitchi/electrical guru
