Yes, you can file your own tax return. If you made over $5150 you are required to - if you made less, but had anything withheld for federal income tax, you can file to get it refunded to you. If your mom was entitled to claim you as a dependent, then be sure to check the place on your return that says you can be claimed as a dependent.
If you can be claimed as a dependent, then you can't claim dependents.
From your question, it sounds like you have people you are supporting (when you ask about claiming dependents) - are you questioning whether your mother was really allowed to claim you?
You can be claimed as a dependent child if you are under age 19 or under 24 and were a full-time student for some part of at least 5 months of the year, AND you lived with your mom for over half the year, AND you didn't provide over half of your own support.
You can be claimed as a qualifying relative if your mom provided over half of your support for the year, AND your gross income for the year was under $3300.
If you aren't a qualifying child or a qualifying relative by the above definitions, then she can't claim you, and you can claim yourself and any dependents that YOU have.

If you are claimed as a dependent by another taxpayer, you CANNOT claim dependents yourself.
Since your mom claimed you as a dependent, you lose your personal exemption. This lowers your filing threshold to $5,150 in income from wages. If you earned that much or more, you MUST file. If you earned less than that you only need to file if you had income taxes withheld and want a refund of those taxes.

You must file taxes if you worked and earned over a certain amount (the IRS website will have the limit you can earn without having to file). If your mom claimed you as a dependent, then you can't claim yourself. You can only claim someone as a dependent if you are their primary provider in terms of shelter/food/etc (pets don't count).

You cannot claim yourself as a dependent. You can claim dependents, but only, if you meet the support and income tests for dependency exemptions
(refer to irs.gov).
Nor can you claim the full standard deduction. As a dependent of another, you lose a major portion of your standard deduction.
