It sounds like whatever he is using to moisturize is too thick - the skin can't breathe. Don't cover it with gauze, bandages or saran wrap.
First, wash it with an antibacterial soap and pat dry (don't rub it, if you rip a scab off, it could take some of the color with it as well).
Next, let it breathe for a few minutes.
Now, apply a lotion with no dyes or fragrances - I highly recommend Corn Huskers (they sell it at Eckerd, CVS, Walgreens, & Rite Aid - yellow and green label). Do NOT put vaseline on it, that is too thick and won't allow the skin to breathe. Do NOT use Neosporin or any other similer creme - it attacks the ink pigment and drives it to the surface - which means more color ends up in the scabs, and when they fall off so does your ink.
Last, be sure to keep that area covered when in the sun. Exposure will fade the colors - let that skin heal from the trauma of the needle before subjecting it to harmful UV rays. Don't use sunblock, that will irritate the skin.
Give that routine a couple of days and the rash-like irritation should fade away.
Congrats on the new ink.

One of mine did that too. What was he putting on it? He can start putting lotion on it if it is not scabbing real bad.
Mine itched really bad when it broke out, but that was from Carmex (yeah, the lip balm) and the ink.
When it heals it might have some white spots in it. Usually they break out because of the ink or the stuff you put on it. The artist should be able to fix it after it is 2 weeks old if it has any color missing.

Though a person usually has a reaction faster, he could be allergic to the ink. Either that, or he is using an irritating moisturizer/cleaning agent. Have him return to his tattooer immediately, and if he is not satisfied there, to see a doctor ASAP. He should move quickly to make sure his tattoo stays intact!

This happened to both of my parents. It's nothing serious so don't be too worried. He might be sensitive to the ink, or it might be the place he got it done. Try putting antibiotic ointment on it.

I will go out on a limb here and guess he is using that A&D ointment. tell him to stop using that and use Cetaphil or any lotion that has no colors or perfumes etc etc in it. You use a light film. NOT HEAVY!!
And no, it's not normal really..kinda damn common cause of all the nonsense out here...
and if he is using saran wrap on it...tell him for sure to take that off...his tat needs air to breathe and heal.
