Speaking from experience I had when I was 16, you want to buy your 16 year old the most gutless car you can.
When I was 16 all my friends had fairly cool cars like Camaros and smaller sportier cars. I had a Ford Pinto that went 0 to 60 in a whopping 13.5 seconds. The thing had no pick up at all and would start shaking if I hit 70 mph.
As a result, I never got into the aggressive driving thing that most young drivers do. They all wrecked their first cars sooner or later, but I drove my Pinto for 10 years until it just plain died of exhaustion.
Take my advice, get them a car with the smallest engine you can find with an automatic transmission, preferably 3 speed automatic.

if you are on a budget, then something boring
small engine, no turbo.. or the insurance will cost you as much as or more than the car.
Driving a car like this will give you the experience before you eventually get a more powerful car,
don't buy a car on looks alone, having a friend who is a mechanic would help, they will know where to look for the dodgy stuff, that means you should walk away from somecars

Something safe and a little old.. If you crunch it, at least it won't be a new one. This will give you a chance to drive a mild car and get used to it and driving before you get into high performance cars which can get you into trouble.

my first car at 15 was volkwagan rabbit 1981! it was awesome my dad got it for free.
the air filter was all messed up i had to shake it and then try to turn it on. me and my friends would ditch school and get stuck in the middle of nowhere in the desert since we went off roading. it was such a cool car i never had money and insurance was only 40 bucks for it. i took care of it. my dad never helped me buy the air filter part to exchange. i moved and had to give the car away. the best part was the cassette player with one speaker working only haha.

A sixteen year-old is still too young to drive. I highly suggest grabbing public transportation instead.

I would probably start out with a pretty old car but
i'm starting out with a 1980 dodge custom with a 360
added on a rv cam with a cherry bomb exaust................ps
