Cats puff up in anger and exitement.

My older cat puffed up only when he was angry, I think I saw him puff up from excitement only twice when he was *much* younger and I'd just given him a new toy. But he's far more laid back in character. My younger cat puffs up from excitement all the time! Even when I'm just petting her, she'll roll around and purr and rub against my legs and 'poof' there goes her tail!

She is trying to make herself appear larger and more threatening. This is a survival instinct, and is a basic instinct that all cats from the largest jungle cat to the tiniest kitten will know. It is totally funny to watch, especially when my littlest cat plays with my Pom and tries to act intimidating.

My Pom just looks at her and lies down. They are all best buddies anyway, the dog and all four of our cats.

Sometimes mine do it right after using the just cleaned kitty box, but that's a different story. (ha, ha)

Have a good day.

If she is scared or excited, her tail puffs up to make her look bigger. It is an attempt on the cat's part to scare something into thinking she is bigger than she actually is. It is normal, my cats do the same thing around dogs.

when cats get excited or scared the hair on their tail flares out, causing it to look bushy, and the hair on their back raises up also. my cat does this too, especially when she sees a dog.

Cats puff their fur up to make them look bigger when fighting predators. IT's a natural instinct that a wild cat would need to survive. So, when a cat gets frightened or exicted, they "puff up"

She's either excited or angry--it's kind of like the hair on humans arms standing up for the same reasons.
