hi there!

the LAW is that "you can not sell a car without a working odometer & speedometer".

If someone sells you a car where either are broken; then they are liable to have it repaired or return your money.

Sure. I've done it.

Of course that really cuts down on the value of a car, because the buyer really has no way of judging how many miles the car has. Could be 50k or 500k.

Fortunately the car I sold was already 12 years old, so I just told the buyer the odometer broke years ago, but I gave him my best guess on the true mileage of the car, which was the truth. He bought anyway.

Not legally, if the car is less than ten years old. Over ten years, the odometer is not required to record mileage. If it's not working, I would say that is a sure sign that it has been tampered with.

you can sell it but the buyer MUST be informed about it. on the back of the title the box that says something about mileage not being correct or altered must be checked or noted that the speedometer is not working. also have the buyer sign a paper stating that they knew that the speedometer wasn't working and have them date it so they can't come back on you saying that you didn't tell them that.
