If he is having to run new wiring for the lights and outlets etc. the price is probably fair. He is including parts and labor. They usually charge about $60-$75 an hour for labor. Plus, if he has to buy the fixtures, that is also in the price.

IF you can find one that does NOT over charge you....good luck. Hang on to them as they are few and far between.
