Our cat went out a few days ago and has not returned. One of the neighbors has an electric fence around the yard for their dog. If my elderly cat walks through it can it harm or kill him?

If you're talking about an invisible fence, no, it can't harm your cat.

An electric fence works by sending a signal to a specially designed collar, which will then issue a small static electrical discharge, similar to the kind you can get from walking along the carpet and touching a doorknob, but a little more painful. Without the collar, the "fence" does nothing.

If you're referring to a metal fence that has an electrical wire along the top, or has electricity coursing through some part of it, it's possible that it could harm your cat, but the specifics are very dependent on how the fence is set up.

What do you mean by electric fence? If you mean a fence that actually has electricity running through it, this would harm anyone coming in contact with.

Do you mean an invisible fence? This has an effect only on a dog wearing a special collar.

No. The invisible electric fences only shock the animal with the collar on. Without the collar, you wouldn't even know it's there.

the only way it would harm him is if he had one of the special collars on that shocks them. as for the cat being elderly it is possible that he has went off to die. cats do that. my cat did that and i found him in my neighbors yard
