Teach them the truth. And Christ said it three times for emphasis. Peter was to start the true Church of Christ. The most important thing was that the people be taught the Word, fed the truth.
Amos 8 tells us that the famine of the end times is not for food, but for hearing the truth. People are starving to death for the truth.

Joh 21:17 He said to him the third time, "Simon, son of John, do you love me?" Peter was grieved because he said to him the third time, "Do you love me?" and he said to him, "Lord, you know everything; you know that I love you." Jesus said to him, "Feed my sheep.

21:15 The Lord first took care of their physical needs. Then when they were warm and had eaten, He turned to Peter and dealt with spiritual matters. Peter had publicly denied the Lord three times. Since then, he had repented and had been restored to fellowship with the Lord. In these verses, Peter's restoration is publicly acknowledged by the Lord.

It has often been pointed out that two different words for love are used in these verses. We might paraphrase verse 15 as follows: “Simon, son of Jonah, do you love Me more than these other disciples love Me?” He said to Him, “Yes, Lord, you know that I am fond of You.” Peter would no longer boast that he would never forsake the Lord, even if all the other disciples did. He had learned his lesson.

“Feed My lambs,” Jesus said. A very practical way of demonstrating love for Christ is by feeding the young ones in His flock. It is interesting to note that the conversation had changed from fishing to shepherding. The former speaks of the works of evangelism; while the latter suggests teaching and pastoral care.

21:16 For the second time, the Lord asked Peter if he loved Him. Peter replied the second time, with genuine distrust of himself, “You know that I am fond of You.” This time He said to him, “Tend My sheep.” There are lambs and sheep in Christ's flock, and they need the loving care of one who loves the Shepherd.

21:17 Just as Peter had denied the Lord thrice, so he was given three opportunities to confess Him.

This time, Peter appealed to the fact that Jesus was God and therefore knew all things. He said the third time, “You know that I am fond of You.” And for the last time, he was told that he could demonstrate this by feeding Christ's sheep. In this passage, the underlying lesson is that love for Christ is the only acceptable motive for serving Him.

Jesus refered to people as sheep and to share the gospel helps them become his sheep, and then to help them encourage them so they can help others to come to be His sheep too. Peter denied Jesus in that past -yet the book of Acts tells where Peter led over 3.000 Jewish people to Jesus.

Remember Psalm 23? The Lord is My Shepherd? He is the Shepherd and we are His sheep. When Christ told Peter 3 times to "feed my sheep" He was saying to look after us, His followers, to "tend to them. look after them and love them and protect them."
Peter being a bit thick, was looking for real sheep

It is a little known fact that Jesus and Mary Magdalene co-owned a little sheep farm just off the road to Damascus. In fact after he narrowly avoided being crucified, and hung that jerk Judas they retired there.

They lived the remainder of their lives peacefully accept for once when a Christian persecutor named Saul trespassed on their land and Jesus hit him from behind with a log, knocking him out. He then told him to change his ways and become a christian and to start calling himself Paul because he was short.

Saul thought it was a vision in his unsteady state and the rest is history.

Christ was expressing hes desire for those who put faith in him to be cared for, after he has gone.
But he made it clear that wolves would eventually tack control. Acts 20:29 –30 Mat 7:15-23

Peter had denied Jesus three times. So Jesus restored Peter to ministry by saying three times. "Peter do you love me? Feed my sheep"

It means take care of church, to make sure they have the Word. God is awesome.

It goes along with "go and make disciples".
Jesus sheep are his spiritual children, those who are teachable (unlike those he called "Goats) (Unteachable)
So to feed his sheep spiritually, you would have to provide spiritual knowledge at the right time, making sure they understand it. Those thirsting for the water of life will understand and they too will want to follow your examples.

I believe Jesus was telling Peter to teach His Sheep.
We need to be spiritually fed.

to spread the good news of salvation the sheep flock are those people needing guidance. we still us the terms pastor and flock or sheep in churches today.
