Isaiah 59:19.
When the enemy shall come in like a flood, the Spirit of the Lord shall lift up a standard against him
I have allways understood this to mean that,God is our shield and defense against the onslaught of the enemy.

An ensign or standard is a symbol that represents a people or culture or in this case God's people.
bonsai bobby has it right but the shield is the Cross. The Cross is God's standard or ensign. He will lift up the Cross against His enemies to protect His people.

So shall they fear
The name of the LORD from the west,
And His glory from the rising of the sun;
When the enemy comes in like a flood,
The Spirit of the LORD will lift up a standard against him.
Isaiah 59:19
That scipture is saying that the enemy come is in LIKE a flood, When a flood come in it destroy everything in its path. But God who is like a standard( which mean "bearer" ) will protect you from the enemy. I always use a dictionary when I study the Bible it helps me understand Gods word even more. and also in church I have a pen and paper with to take notes.
So I hope I helped you in understanding this verse. May God bless you and Keep you

Do you know what version of the Bible the preacher was using when they supposedly quoted this verse? I have attempted to look up passages where these words are found, but have not been successful in my search. The closest was the King James version, but it only had one of each of the words in the passages that it listed. My guess is that there is actually no verse in the Bible that says something like this. If it is possible, I would suggest you see the preacher about this, maybe they can help you to figure this out. I for one am confounded by the fact that I cannot find this in the Bible.

An ensign in today's parlance is a flag flown by a Naval ship from it's bow. I can only assume, then, that it means the Lord will protect you from evil.
