I need sr-22 insurance. I don't have a car anymore because the county lost it when they impounded it. I do have a motorcycle and need to start riding it. The problem is I went to get insurance on my motorcycle and they said I had to get my license first. I can't get my license until I get sr-22 insurance. What should I do?

The easiest and simplest solution is to call up an insurance company like GEICO or a private broker and let them handle it for you.

They will set up the insurance with a binder and file the SR22 form which will re-instate your license.

Problem solved.

Then you just have to deal with the missing car. (how do you 'lose' a car ?)

by the way.. this is to get your dRiver's license.

If you want to get your DIVER's license like you wrote contact NAUI or PADI.

You need to get the SR22, then take it to the DMV, and apply for your license. If you have nothing else to take care of, and you have a motorcycle endorsement, you license will be issued. Someone is wrong at the insurance company about not giving you the SR22, you don't declare a certain car or anything when you have a SR22, it's high risk insurance, period.
