my sisterin-law just turned 18 she hase a boyfriend who is 21 and have a 1 year old doughter from his ex-gf.. they said they want 2 get married,,he never propused did not tell his parent anything about it. But she already bought her weading dress, and her parent r very excited, they did not tell the rest of the family(grandparents, or unlceas,ect) and they did not tell their pastor either? so is that normal?

very normal, once while working on the river boat james asked a shark to marry him. Lets just say that was one crazy wedding. Don't have long john silvers cator the wedding. Trust me

it's not normal to buy a dress unless you're engaged and unless you've been proposed to i wouldn't consider it an engagement!
